[edit] Offensive Counter-Harrassment
Gather/maintain a list of all Private Investigators, Lawyers, Law Firms, and thugs, organized on a local basis.
Post fliers wherever legal in those people's neighborhoods stating, factually, their connections to COS and the intimidation tactics they have been documented to use. Email/write them to let them know that they can no longer intimidate, and can no longer hide in the shadows.
For Lawyers and PI's, look for any legal means to have their license pulled or them disbarred - check through past cases for any violations, no matter how small.
Find past COS cases they have worked on, and post this all wherever you can online - yahoo answers (phrased as question, "Does anybody know what happened in the case of ..."), on wikipedia, etc.
Write letters of complaint to the appropriate licensing boards when any violations are found.
Look for building code violations on offices (handicap access, etc), and report any zoning code violations for offices and homes.
[edit] Fair Gaming the Fair Gamers
There's a very large number of people under DSA, OSA, and presumed Private Investigators who have been stalking, threatening, and covertly or directly attacking anons and telling neighbors and the world that these exposed anons are terrorists. We did not have sufficient access to dox Co$ agents, and thus far they succeeded in with arrests, destruction of personal property, and if Rorschach is correct they've even resorted to killing pets.
All current members of OSA are declared Fair Game. Private Investigators or any other agent or agency whose working protocols parallel 1967HCO Policy, or whose actions result in the same, are to be considered Fair Game. Continuing to harass individual anons, critics, or ex-Scn will result in widespread dispersal of photographs and dox. Any physical or virtual files produced clandestinely with intent to harm anonymous may be confiscated, edited, altered, and summarily destroyed. Any hostile facility utilized for actions against anonymous whose activity does not cease may be treated to Rick Astley, DDoS, exploits, blackfax, or any other action that results in the capitulation of hostile agent and/or ability to wage war and engage in general faggotry.
Your hideous harbls are known in anon's first database of PI/OSA agents: Private Dicks. Thanks to whoever made what can probably be a central database for outting OSA. I'd encourage everyone to use vcams, cellphones, mp3 players or any other device to capture image/audio and document anyone who has been following or harassing you the de-masked anons. This should probably be an effective and lulzy project that'll get Scilon intel to back off unless they want to be raided. Also, if you feel you are being followed but do not have a camera, point any object you have that might be mistaken for a camera (cel phone, etc) and pretend you are taping them. If they are close enough and you are feeling brave, you can even start interviewing them as if you are recording the interview for extra lulz. (Ask them questions like "Why does Scientology consider you a suppresive person? Can you repeat for the camera why you said David Miscaviage is destroying Scientology?)
Other pre-existing databases found here1, here 2, here 3, and moar here BUT DO NOT WANT. Scifags are fond of front groups, so many "PIs" are probably just more undercover Scilons. Talon Security is a good case in point. It also appears that "Freedom Magazine" contact operates under the guise of journalistic investigation while fielding OSA/PI investigations and infiltrations, and when outted they claim to be reporters like any news organization link. As long as some IHM-claimants are producing SP Declares, perhaps you may also let your journalistic integrity shine by reporting SP/Psych activity to freedommag. Let your creative spirit flourish.
[edit] Defensive Counter-Harrassment -- Live Agenting
Live Agenting is similar in operation to the Co$ dead agenting activities. Its purpose is for Anonymous to preemptively describe what a Co$ dead agent campaign looks like and saturate an exposed Anon's neighborhood with this information.

"The Church of Scientology, or one of its operating arms, has declared a resident of this area a 'Suppressive Person,' an enemy of the Church, and has marked your neighbor for harassment, defamation and possible physical harm. - Flyers taped to front doors late at night
- Notices posted on power poles, trees, walls, etc.
- Word of mouth to neighbors - especially useful in smaller locales where everyone's known everyone for at least 100 years, and _especially_ if the target is actually squeaky fucking clean. Disclose as fully as needed to keep the neighbors onside - if your kid's just blown from the cult (cake all around), let 'em know what's likely to come so they'll know. If you were just some crazy anon who got namefagged or tailed home from the raid, tell the neighbors why their lulcats may disappear and you may need them to help rickroll the SciFags for you.
In larger cities this will at least get people in the neighbors talking and keeping on the lookout. In some neighborhoods this tactic, in combination with the posters will deter the SciFags from attempting to canvass the area in the first place.
